In the simulation there are many strategic projects, there is an overloaded calendar of changes (tactical) and a growing amount of calls and support work. Not everything CAN be done. The team must learn to balance resource optimizations against benefits realization and risk optimization. They will need to agree decision making authorities and ensure that the criteria for decision making (priority mechanisms) are know at all levels (e.g. prioritizing business demands, prioritizing changes, prioritizing support work).
